NEW BUSINESS City Updates on SPIN Bike Share program and future Shared Mobility project The City of Flagstaff Sustainability program contracted with SPIN bikeshare this past summer. The contract has now expired, and good information was gathered over this initial trial period that will be shared with the Commission. Looking ahead to next summer Sustainability is planning to release another Request for Proposals for shared mobility services. Proposals are likely to include additional services beyond bicycles; E-bikes and Escooters could be a part of the mix. Some of these modes of travel are covered under existing City and State laws, some are not. Staff has begun the process to draft new City Code regarding Bikes, EBikes and E-Scooters. Staff Recommendation: Staff has begun to research and developed proposals for some of these missing pieces of legislation and would like to discuss these changes and the path toward proposed local statute modifications. – No Formal Action Requested
Bicycle and Pedestrian Advisory Committee Appointments The Bicycle and Pedestrian Advisory Committees both have appointments to be made this month. The Pedestrian Advisory Committee has one reappointment for Brandon Cruickshank through July 2021. The Bicycle Advisory Committee has one appointment, Daniel Crim to a partial term ending in July 2020. Staff Recommendation: Review Staff Report from Martin Ince and make appointments for the PAC and BAC.
City Capital Improvements Programming The Voters of Flagstaff approved Proposition 419 and 420 this past November. With those extended (419) and new (420) transportation taxes beginning City Staff are preparing the first 5 and 10 year capital improvements programs for discussion with the City Council through their upcoming budget adoption cycle. Staff Recommendation: Review draft proposed Capital Improvements Program – No Formal Action Requested
Transportation Tax Oversight With the approval of the 20-year term local transportation tax in May 2000, the City Council established a Citizens’ Advisory Committee (Resolution No. 2001-76) to monitor progress of the program and to ensure that expenditure of the dedicated tax revenues is consistent with the purposes as represented to and approve by the public. In February 2007, Ordinance No. 2007-17 was adopted by City Council to standardize and clarify that the council member’s role on the committee is to serve as a liaison and resource for the citizen members. Additional changes occurred in June 2010 when the City Council adopted Ordinance No. 2010-14 which repealed Resolution 2001-76 and Ordinance 2017-17, while also amending the Flagstaff City Code (Title 2) to transfer oversight responsibilities of the Citizens’ Transportation Advisory Committee to the Traffic Commission as well as renaming that commission to the Transportation Commission. Finally, in 2016 Ordinance 2016-31 added oversight for Prop 406, better known as the Road Repair and Street Safety Initiative. Staff Recommendation: The Transportation Commission has been the City Council appointed commission for oversight on expenditures on the Transportation Tax 2000 projects and more recently added the Road Repair and Street Safety Initiative. With passage of Propositions 419 and 420 the likely home of this responsibility is also the Transportation Commission. Discuss and give direction to staff to work with the City Attorney’s Office on revised language for City Council consideration.
Active Transportation Master Plan and Flagstaff Urban Trails System (FUTS) Master Plan The City is working on two master plans: the Active Transportation Master Plan will make specific recommendations to improve the pedestrian and bicycle environment, while the FUTS Master Plan will guide future development of the Flagstaff Urban Trails System. Both master plans implement the goals and policies of the Flagstaff Regional Plan 2030: Place Matters regarding walking, biking, and trails. Staff will introduce the master plans at this work session, provide a brief summary of their content, and outline the process for review and adoption. Master plans are approved by the City Council by resolution, following review and recommendation by the Planning and Zoning Commission and Transportation Commission.
