NEW BUSINESS 1. Bike share, e-bike legislation, and shared/micromobility devices Following expiration of last summer’s bike share pilot program, City staff has started planning for the release of a request for proposals to continue the service. Proposals are likely to include other devices beyond bicycles, including e-scooters and e-bikes. At the same time, the state legislature has recently passed legislation regarding several electric mobility devices, but did not address e-scooters and left room for local authorities to adopt further restriction on ebikes. Information and discussion at this meeting will include: Plans to issue a request for proposals to continue a bike share program in Flagstaff Results of last summer’s bike share pilot program Existing state legislation regarding e-bikes and other mobility devices Potential local legislation for e-bikes and e-scooters Requested action: Information, discussion, and direction for moving forward 2. Safe Kids Coconino County – International Road Assessment Program Information regarding a grant received by Safe Kids to implement IRAP at local schools. The IRAP system provides comparable and objective measurements of the built-in safety of road segments for vehicle occupants, motorcyclists, bicyclists and pedestrians. There is a star ratings for schools part of this iRAP, which is used to measure and communicate road safety risks to which children and adolescents are exposed on their way to school.
