PRELIMINARY GENERAL BUSINESS 1. Announcements Members of the BAC and staff will be allowed three minutes to make announcements, suggest future agenda items, or comment on items not on the agenda. The Arizona Open Meeting Law prohibits the BAC from discussing or taking action on an item that is not listed on the prepared agenda. BAC members may, however, respond to criticism made by those addressing the Committee, ask staff to review a matter, or ask that a matter be placed on a future agenda. 2. NEW BUSINESS 1. Bike share, e-bike legislation, and shared/micromobility devices Following expiration of last summer’s bike share pilot program, City staff has started planning for the release of a request for proposals to continue the service. Proposals are likely to include other devices beyond bicycles, including e-scooters and e-bikes. At the same time, the state legislature has recently passed legislation regarding several electric mobility devices, but did not address e-scooters and left room for local authorities to adopt further restriction on e-bikes. Information and discussion at this meeting will include: Plans to issue a request for proposals to continue a bike share program in Flagstaff Results of last summer’s bike share pilot program Existing state legislation regarding e-bikes and other mobility devices Potential local legislation for e-bikes and e-scooters Requested action: Information, discussion, and direction for moving forward 2. Bicycle-friendly community application renewal The League of American Bicyclists has renewed Flagstaff’s Bicycle Friendly Community designation at the Silver level, based on a renewal application submitted in July. The renewal extends our BFC status to 2022. Requested action: Information and discussion 3.
